The FMCSA Data Playbook: Turning Public Records Into a Sales Pipeline

The Federal Motor Carrier Safety Administration (FMCSA) publishes an enormous amount of data about every registered motor carrier in the United States, and almost all of it is free and public. Census records, operating authority, and insurance filings are updated constantly. The hard part was never access. It's turning that raw firehose into a prioritized, timely list of carriers worth calling today.

This is the playbook we built Trokify around. Insurance agents, factoring reps, and dispatch services each work it a little differently, but the bones are the same.

1. Start with the census, not a scraper

The Company Census File is the backbone: USDOT number, legal and DBA name, physical address, fleet size (power units), and operation classification. Because it's the official source, it's cleaner and more complete than anything you'll scrape. Using it also keeps you on the right side of terms of service.

The fields that matter most for prospecting are power units (fleet size), operation type (interstate vs. intrastate), and the carrier's status code (active, inactive, or pending).

2. Layer on operating authority for timing

New MC authority is one of the strongest buying signals in the industry. A brand-new carrier needs insurance, factoring, and freight fast, and they're making those decisions in a window of just a few weeks.

  • New authorities: reach out within days of registration.
  • Pending applications: get on their radar before they're even active.
  • Reinstatements: a carrier coming back online is re-shopping every service.

3. Use insurance filings to time the pitch

For insurance agents specifically, the BMC-91/91X filings are the ones that matter most. But there's a catch that trips most people up:

A carrier's insurance filing date is not its renewal date. Filings are continuous; the effective date is when coverage started, not when it renews.

The practical move is to estimate the renewal anniversary (typically 12 months from the effective date) and bucket carriers into 30/60/90-day windows. That turns "who has insurance" into "who is about to shop for insurance," a much more valuable question.

4. Score, don't just filter

Filtering narrows the list; scoring ranks it. Assign points for the attributes that predict a good fit (fleet size in your sweet spot, a renewal window in the next 60 days, a fresh authority, the right operating radius), then sort by the total. Now your first call of the day is your best call of the day.

5. Make it repeatable

The data changes every day: new authorities appear, insurance lapses, fleets grow. A pipeline that's refreshed daily and re-scored automatically beats a one-time export every time. Set your criteria once, and let new matches come to you.
